Assets Management Department
As an administrative functional organ of the school, Asset management department is the permanent organization of SoutheastUniversity state-owned assets management committee (hereinafter referred to as SEU assets committee),responsible for managing all of the operating assets of school(except for those authorized specially by the school). The main duties include:
1、Responsible for formulating development strategies,annual work plans and corresponding management systems of school operating assets, within the range in charge.
2、Responsible for managing the daily work of SEU assets committee;Responsible for supervisingand evaluating Jiangsu Southeast University Assets Management Co., Ltd.(hereinafter referred to as “Assets Management Co., Ltd”); Responsible for investigating, demonstrating and assessing all the files that submittedby the board of Assets Management Co., Ltd to SEU assets committee; . and offering suggestions and proposals forSEU assets committee; Responsible for nominating the expatriate directors and supervisors by schooland assessing the performance of their duties, and monitoring the expatriate stuff work of Assets Management Co., Ltd.
3、Responsible for the lease- loan management of school operating buildings and the development of the non-teaching or researchingland within the jurisdiction; Responsible for making budgetsand implementation scheme for operational housing and land, then reporting to the school before implement.
4、Responsible for the work of school scientific and technological achievements transformation; Responsible for making solutions of investing school intangible assets into enterprises and rewiewing and assessing intangible assets to be invested; Responsible forreporting to Department of Education for the approval of capital increase of asset management company.
5、Responsible for the standardized operation of college-owned enterprises; Responsible for restructuring wholly-owned enterprises and transferring assets of restructuring enterprises.
Assets management department has three offices; there are Operational Assets Management Office, Transformation office of SEUSciencePark and Real-estate Management Office, with 15 people.
Operating assets management office is responsible for promoting school industrial standardization and exercising enterprises shareholders related duties invested by school, to complete restructuring of wholly owned enterprises、assets transfer of restructured enterprises, to be responsible for the examination and approval of investment enterprises of property management in school, annual inspection, change, statistics and other relevant formalities, to handle all kinds of personnel management service work during the enterprises invested in the school 、the assets company and its subordinate enterprise.
Transformation office of SEUSciencePark is responsible for the operation and management of SEUSciencePark, as well as the management of scientific and technological achievements, to be responsible for the management of intangible assets such as patent, proprietary technology, etc. within the management scope. to coordinate the construction of the branch parks of the science park and to establish administrative regulations and laws and expansion plans, to formulate policy measures of the university so as to promote the transfer and commercialization of technological achievements, to track the latest scientific and technological achievements of the university and to establish and maintain a database of technological achievements transfer, to draft a plan of setting up subject-based technological enterprises funded by the intangible assets of the university, to go through the relevant filing and approval formalities for subject-based enterprises in terms of construction plans, intangible assets assessment and confirmation, the capital increase of intangible assets to the asset management company , the change of the asset relationship, etc, to track the progress and operating conditions of the transfer and commercialization of the technological achievements of the enterprises funded by the intangible assets, to well serve the work of innovation and entrepreneurship of teachers and students and the management of productive assets(equities).
Real-estate Management Office is responsible for the daily management of the leasing of real estate so as to ensure the safety and the preservation and appreciation of the university property used for business, to verify the relevant materials of rented houses such as land property right, area, etc,to estimate the cost and set renting standards, to be responsible for the leasing, to get involved in bids and negotiations, and to draft the Leasing Contract, to go through record formalities of land and house leasing in government administrative departments and to provide property related materials or certificate of property title for lessees, to organize and go through approval formalities of the maintenance and property management of the rented houses.
